Why these two sites
Lips and hands are singled out because they share a specific structural deficiency that no other site has.
The vermilion of the lip has effectively no sebaceous glands and no sweat glands, and a very thin stratum corneum. Palmar skin has no sebaceous glands either, though it compensates with an extremely thick corneum and a high density of sweat glands.
In both cases, the surface lipid film that appears on the face, the back and the scalp without any effort simply does not arrive. Everything removed by wind, salt, water and washing has to be replaced by you or not at all.
Add that both are maximally exposed and constantly used, and you have the explanation for why these two sites dominate winter complaints in people who are outdoors.
What the job requires
We describe function rather than naming products, so here is the function.
For lips: occlusion that stays in place through wind, speech and eating for a useful period. Heavier performs better than lighter. Humectant heavy preparations without an occlusive component can move water in the wrong direction in cold dry air, which on a lip is a real consideration. Fragrance, flavour and anything that tingles is being applied to a very thin barrier on a surface you swallow from, which makes this a poor site for optional ingredients.
For hands: something you will actually reapply during the day, which for most people means lighter than optimal, plus a genuinely heavy application at night, which is where the work is done. The daytime application is holding a line. The night application is the intervention.
The carrying problem
The reason people do not apply anything is not disagreement. It is that the thing is at home.
The practical solution is redundancy: something in the car, something in the kit bag, something in a coat pocket, something by the bed. It does not have to be the same thing and it does not have to be good. Present beats optimal by a wide margin.
The single highest yield location is the car, because the drive home from a session is a long warm dry exposure applied to a freshly softened layer, and it is the moment you are most likely to have nothing with you.

Before, not after
An occlusive applied before exposure reduces the loss during the exposure. Applied afterwards, it reduces loss after the event that already happened.
Both are worth doing. The first is worth more. This is a simple point and it inverts most people's habit, which is to apply something when the skin already feels bad.

Gloves as a skin intervention
A pair of gloves in a car park is a barrier control and not a comfort item.
Cold skin is stiff skin, and stiff skin under a bending load cracks. Hands that stay warm between sessions stay flexible, and flexible skin accommodates the hundreds of grips a day that would otherwise open a fissure.
Gloves also restore a still air layer, reduce the wind exposure, and stop you needing to warm your hands by rubbing them, which is abrasion.

The minimum viable version
If you will do only one thing all winter, do this: something occlusive on the lips, kept in the car, applied before you get out of it and again before you drive home.
If you will do two: add a heavy application on the hands at night.
