The one rule that does most of the work
Cosmetic ingredient lists are given in descending order of concentration, and below one per cent the ingredients may be listed in any order. That is a labelling convention with real consequences.
What it means practically: the first few entries are what the product mostly is, and anything appearing after the point at which the small quantity ingredients begin could be present in a trace.
You cannot tell exactly where that boundary falls. What you can usually tell is that the top of the list is substantial and the tail is not, and that the marketing ingredient on the front of the pack appearing near the bottom of the list is a specific and common phenomenon.
Group by function, not by name
You do not need to know what each name means. You need to know which functional group it belongs to, and there are only a handful of groups that matter.
Water. If it is first, this is a water based product and the oil phase is smaller than the texture suggests.
Oils, waxes and fats. These do the occluding and the emolliating. A product whose top three include several of these is a heavy product regardless of what it says on the front.
Humectants. Water attracting molecules. High up the list means a genuinely humectant product, which needs an occlusive component to be useful in dry air.
Emulsifiers and thickeners. Present in almost every cream, doing structural work rather than skin work.
Preservatives. Present in almost every water containing product, because they must be. Usually near the end.
Fragrance, colour and plant extracts. Optional. Near the end, usually. The ones that matter for allergy are frequently named individually.
Four questions to ask a list
Is there a meaningful occlusive component? Look at whether oils, waxes or fats appear high in the list. If the first six entries are water, humectants, emulsifiers and thickeners, this product will not do much against a February wind, whatever it says.
Are the humectants paired? A humectant heavy product with a thin oil phase, used in cold dry air with nothing over it, can leave the layer drier. That is the mechanism in the article on the three jobs and it is the commonest way this goes wrong outdoors.
Is anything optional present? Fragrance, colour, essential oils and botanical extracts add nothing functional to a preparation for dry skin. On intact skin that tolerates them, that is fine. On a barrier that a bad winter has thinned, every optional ingredient is an unnecessary exposure.
Is the list short? Length is not a quality measure in general. It becomes relevant when the skin is compromised, because fewer ingredients means fewer things reaching tissue that is currently unprotected.

What the front of the pack is doing
The front of a package is advertising, and advertising in the United Kingdom is subject to the advertising codes. That is a genuinely useful fact rather than a cynical aside, because it means claims can be challenged.
Three specific patterns are worth recognising.
The named ingredient at the bottom of the list. A product sold on an ingredient that appears after the preservatives contains a trace of it. The formulation may still be good. The story is not the reason.
The mechanism word used loosely. Repairs, rebuilds, restores and strengthens are used to describe products that slow water loss, which is a real and useful function and a different one. Barrier construction happens inside the skin.

The behavioural test beats the list
For deciding whether something will work outdoors, how a product behaves on your skin tells you more than its list does.
Apply it and wait an hour. If you can still detect a film, it has a meaningful occlusive component and it will do something in a wind. If it vanished in twenty seconds and left nothing, it will not.
That test costs nothing, requires no chemistry, and cuts through most of the difficulty. Use the list for what the list is good at, which is spotting optional ingredients you would rather not apply to a compromised barrier.
The limits of this method
Being clear about what this cannot do.
It cannot tell you concentration below one per cent, and for several classes concentration determines behaviour.
It cannot tell you whether the formulation is well made, whether the emulsion is stable, or whether the lipid components are arranged in a way that does anything useful.
It cannot identify what you are allergic to. That requires clinical patch testing.
And it cannot make a product suitable for skin that needs assessment rather than a product. If the skin is not responding to reduced load, that is a clinician's question, not a labelling one.
